Pre-Purchase Car Inspection in West Covina, CA

In California the smog check tells you the car passed smog. It does not tell you whether the brakes, suspension or transmission are sound, whether the car has been in an accident, or what it is going to cost you — and there is no state safety inspection to fill that gap.

A new three-day window, and how to use it

From October 1, 2026, California gives buyers of most used cars sold by a licensed dealer for $50,000 or less a three-day right to cancel, with a mileage limit and a restocking fee. It replaces the old two-day cancellation option that buyers had to pay for up front.

Three days is enough to have the car inspected, but only if you arrange it straight away — and it is better done before you sign. A return still costs a fee and a trip back to the dealer, while an inspection beforehand gives you something to negotiate with. Private sales are not covered at all, so a private-party car is yours the moment you pay. More on private-party inspections.

West Covina sits in the middle of the San Gabriel Valley, with dealers along the I-10 corridor and private sellers from Covina to Diamond Bar. The inspector goes to wherever the car is, arranges the visit with the seller, and the report reaches you minutes after they finish.

On this kind of purchase

  • ✓Brakes, suspension, steering and transmission — what a smog check never looks at
  • ✓Paint depth across the panels for accident repair the history report missed
  • ✓Warning lights and emissions readiness, so a car unlikely to pass smog shows up early
  • ✓Cooling system and air conditioning, which inland summers find out
  • ✓VIN checked on the car, the door sticker and the paperwork

Every inspection also covers the full checklist — engine, transmission, brakes, suspension, tires, body and interior — with a road test where the seller permits one.

Worth knowing first

Does the new three-day right to cancel mean I do not need an inspection?

No. It gives you time to get one rather than replacing one, and it only covers qualifying used cars from licensed dealers. The dealer must give you the terms in writing; read them, and note we are not lawyers.

Who provides the smog certificate?

In most California sales it is the seller’s responsibility. Our inspection is not a smog check and does not replace one, but it does show whether the car looks likely to pass.

Does California require a safety inspection?

No. California has smog checks but no general safety inspection for private cars, so nobody checks brakes, steering or structure before a sale unless the buyer arranges it.

Can you inspect at a dealership in West Covina?

Yes. The inspector arranges the time with the dealer. A dealer with a sound car has no reason to object. More on dealership inspections.

What does it cost?

$249 for an everyday car, truck or SUV, and $499 for luxury, commercial and older vehicles. The price is the same anywhere in the San Gabriel Valley, and nothing is paid until the report is ready.
