There is no cooling-off period on a private sale in Maryland, no implied warranty, and no obligation on a seller to volunteer a fault they know about. The state does require a valid safety inspection certificate before a title transfer, which catches some things — but a safety inspection is a pass-or-fail check against a minimum standard, not an assessment of what the car will cost you.

A vehicle can pass state inspection with brakes near the end of their life, a transmission that is starting to slip, and a repaired accident behind fresh paint. None of that is concealment. It is simply not what that certificate is for.

Worth knowing first

Is a Maryland safety inspection the same as a pre-purchase inspection?

No, and the difference matters. A safety inspection is a pass-or-fail check required to transfer a title. Ours tells you the condition of the whole vehicle and what it is likely to cost you — which is a different question entirely.

The seller already has a safety certificate. Do I still need this?

The certificate tells you the car is road legal. It does not tell you the clutch is nearly gone or that the rear subframe has been welded. Those are the things that change what you should pay.

How do I ask a private seller for an inspection?

Straightforwardly and early: "I am interested — I have an inspector who can come to you, at my cost." Most sellers are fine with it. A refusal is information.
